Does anyone know if my adjudicating officer (in California) has the authority to process my I-131 in the ABSENCE of the physical (permanent) file?

I submitted an I-131 in March 2005 and it still has not arrived.

After numerous infopass appointments and contacting a Senator and a Congressman it appears that my File had been sitting in a USCIS Storage Facility since June 2005 and had just recently (October 20th) been sent to USCIS HQ in Washington D.C. Of course no one has a clue why my file is even being sent to D.C.

I am sick and tired of this crap! Nobody at the sub-office knows diddly-squat. No one will offer any help or take an extra step to help me. I filed my I-485 over 4-years ago & had the green card interview in Jan 2003. I have a fax in hand from the FBI (dated July 2004) assuring me that my FBI Security Check is finished and yet stupid USCIS tells me they are waiting for the FBI check!!! This is 15-months after the FBI completed the bloody check!!!

Sorry to rant. I need to travel abroad in December and just want my Advance Parole - I've given up on the green card ever being processed.
