A person is considering purchasing or assuming the notes on a vehicle owned by another individual. This person takes the vehicle for a test drive. During the test drive they are involved in a fender-bender at which they are at fault. After the fact, they learn that the owner of the vehicle has let the insurance lapse on the vehicle and the test-driver is issued a citation for no insurance.

Who is responsible for the damage to the other vehicle involved - the test-driver or the actual owner of vehicle? Who is responsible for the ticket for no insurance?

The person who caused the accident is responsible for the accident. They were the negligent party. They are responsible for the repairs to both vehicles-the one they were driving and the one they hit.

The owner of the vehicle AND the driver of the vehicle can both be given citations/suspended licenses for not having insurance. The driver is responsible for the ticket-the ticket has their name on it. The driver has the responsibility to make sure that any vehicle that they drive is covered by insurance-its the law.
