Who owns the roof of our building?

I just moved into a condo in a recently renovated 6-unit building. We've been here for about a month now. The man who had renovated the building retained ownership of the 2 condos on the top floor (which he is going to rent out). Because of this, he says that he owns the roof and has leased the space to a billboard company which has now placed a huge Verizon sign there.

It is my understanding that a condo association usually owns the exterior of a building, roof included. Not only is it an eyesore but he is also making a substantial profit off of that sign. We pay very high condo fees to live here and it just doesn't seem fair. All of the other residents would like to have the sign taken down or at the very least have the proceeds go to building maintenance (and not in this guy's pocket!).

Like I said, we are a brand new building. Our Condo Assoc is run by the residents of the building and we no idea how to proceed in this matter. How can I find out who owns the roof of this building? Any help you can provide would be greatly appreciated!

**A: read your condo docs, at best the roof top maybe designated as a limited common area if not a general common area, in which case such an area would be owned by the HOA. All codo apartment owners own an undivided interest in such elements.
