What is the name of your state? KS

My brother briefly spoke with an attorney today, about modifying PP. The attorney told him with the information he has on NCP, he definitely has every reason to file for modification.:)

It will have to be someone from the courts. The NCP can't be trusted so I would hope the court wouldn't even consider putting someone from her family or a friend of hers in charge. I could just see them helping her to take off with the child.

The question is who pays for court ordered visitation?

First you have to convince the courts that the NCP is a danger to the child. IF the courts award supervised visitation, the CP can ask that the court appoint a superviser. Sometimes they have facilitation centers...or sometimes a member of the family is allowed to supervise. If the concern is NCPs family supervising, then CP could ask the courts appoint a member of CPs family...again, it's totally up to the discretion of the judge and the evidence presented.

Do you mean court ordered supervision?

If it takes place at a facility that charges for its services, then I believe it's most common that the parent being supervised pays for the service.

No one is going to give you a definate answer based on your post. First, filing for a 'modification' does not mean your brother will receive supervised visitation. And second, we have no idea what you're talking about.

Would you like to relate a few FACTS?

no one pays for visitation, visitation is free.

now if your talking about supervised visitation you should say that somewhere in your post.
