who pays for out of state visitation?

My husbands ex-wife recently moved to Mississippi from Arizona. She is under the impression that we pay for the 4 children to go visit her. My husband has sole custody of the children and no visitation arrangements were ever agreed upon at the time of divorce. My main concern is not the financial burden on our side but the legalities concerning visitation outside our state... if the kids go visit who pays , what temporary rights do we have to give her (emergency medical, temporary guardianship) ?
I guess what I really need to know is do we have to send the kids to Mississippi even though there are no visitation agreements or can we insist that she comes back to Arizona to visit the kids ?

So, your husband has court ordered sole physical custody but there is no visitation order at all ? In which case you do not need to send the children at all. You do not have to allow any visitation if you so desire. You certainly do not have to pay to send 4 children to MS when she was the one that moved!

Inform her that visitiation is in Arizona only and she has to pay for all visitation expenses.
