What is the name of your state? FL

I had a situation occur this past fall concerning an apartment property which is covered in another post, however the issue now is that even though my account with them has been resolved it has come to my attention that they violated / attempted to violate several laws during our interaction. My concern is not for myself but rather for other military members who may decide to rent with them and not be fortunate enough to be able to verify occupancy after leaving. If I had been moving further away they would have "taken" me for about $500 or so. I have absolutely NO doubt that they either HAVE done this before or WILL again. Ok, so my question, who do I contact to file a complaint that will be worthwhile (Pensacola, FL)? I hear rumors of an apartment council in the area but no one seems to know how to contact them (they also publish the apartment guide). Please help.
