I'm making a video dvd to sell, and some shots have cars in them and can see their license. You can't see the faces of the people in the cars. What is the risk if I don't blur the license plates out?

I'm blurring out faces in the video, but also what would the risk be if I didn't blur faces?

If you blur them then you eliminate any possibility (however slight) of exposure and the money and hassle of somebody complaining about it years from now.

A viewer might track the license holder down and cause them harm, for whatever reason.

Then life would get pretty interesting for you.

cant you change the faces or licenses with photoshop?

fyi, doesnt the State own the license?
