Why was I stopped?!

I was stopped by an Az. highway patrol officer while traveling in the city of Tempe, on "surface streets" about 4 miles away from the interstate. My first question: Was he out of his jurisdiction? I was ticketed for not having a log book {but I had my driver's exemption log which he did not request}. My question to that would be, does an officer need a reason to stop you? I was driving in a 35 mph zone, it is noted on the ticket that I was traveling 35 mph. What was his reason for pulling me over?

I did not ask him why he stopped me, maybe I should have. But regardless, on the ticket, there are no violations that he could have seen just by driving behind me, so I think it was a random stop- my question still remains- can he legally do that??
