IS THERE ANYTHING THAT CAN BE DONE ABOUT AN EMPLOYER NOT WITHHOLDING THE RIGHT AMOUNT OF TAXES (ACCORDING TO INFORMATION ON YOUR W-4)FROM YOUR PAYCHECK AND CAUSING YOU TO OWE THE I.R.S. AT THE END OF THE YEAR? AND IF NOT DOSEN'T THAT MEAN THAT AN EMPLOYER CAN JUST WITHHOLD WHATEVER THEY WANT? SO WHY EVEN FILL UT W-4 IF THEY CAN JUST BE IGNORED?

You are right that the employer does have the duty to make sure that they withhold the proper amount. If they were not under such an obligation, I most sincerely share your frustration. Now, the tricky part is to have the employer pay you (making sure it is not tax deductible) for their accounting error. Plus, you want to make sure that you are not terminated or disciplined for making this request and enforcing it. My best suggestion to you is to contact an employment (labor) law attorney near you and get help with this matter. They may be doing this to other employees as well.
