Witnessed neighbor breaking into my car, and the police cannot do anything

This morning my boyfriend and I witnessed our neighbor walk up to our car open the door get into to the passenger seat and start looking around. We walked up to the car, and my boyfriend asked firmly what he was doing. The neighbor got out, shut the door, said he was sorry and walked away.

I didn’t call the police because he is my neighbor and I didn’t want him to retaliate. I did call our apartment complex to let them know so they could inform other residents, and keep an eye out. The lady in the apartment complex said that someone else saw the same person attempting to break into her car, and called the police. The police took a report, but said they couldn’t arrest him because there was not enough evidence. She also recommended that I file a police report. I called the police when I got home and they said that my neighbor did not do anything illegal, as he did not steal anything. We spoke to more people in our complex who said they have had things stolen and/or noted suspicious things.

This guy lives right next to me, and obviously is not afraid to get caught, so he is going to continue to do this.

Is there anything I can do to stop this? Or do we have to let it continue to happen until he hurts someone?

Before anyone asks . . .

My car was unlocked because I had just put some things in the car for work, then I walked inside got my boyfriend, and walked out in a matter of 2 minutes. I will now never ever leave my car unlocked for even a second.
