California,
I won a judgement in Small Claims Appeal Court against a business.
It was an obvious case of fraud.
Do I report it to the States Attorney to have their license pulled?

Just because you won a judgement in small claims court against a business doesn't mean you get to shut it down even if (in your opinion) it is "obvious" fraud. You can certainly let the AG know about it if you wish.
