Last week I was released from workmans comp to return to work part time. I have been off almost a year. Today, our HR person informed me today that I will not be receiving any paychecks until I have reimbursed the company for continuing my medical insurance while I was out. This means that I am expected to work until the end of september without a paycheck. can they legally do this? I was never given an opportunity to either self pay or cancel this insurance while i was on leave. I asked if I could make installment payments on the amount they claim I owe. I was told no.

No, that's not legal. You can be required to make up your normal premium contributions upon your return to work that the company paid for while you were on leave but the company cannot reduce your net pay below minimum wage. I suggest you call the federal Department of Labor and discuss this with them.
