HI - my manager is a bully....I know this now after spending lots of time researching her illness. In a nutshell...She has one person she will bully until either A) she gets them fired B) they quit C) they move to a new team with new manager

I have reported her to the union who in turn did talk to her. (at this time I did not know there was such a thing as bullying) Today I spoke with HR - I have requested to be moved to a new manager and was denied. I told HR that my mental health and self esteem are at stake. Basically I was told it in my head and that the manager and myself need to come to a working arrangment. I am afraid of her and also told HR that - the lady thinks I am being dramatic....She did not say that but that's the impression I got although she did say she would "investigate". Since I have been under her wing (Oct 2004), I am the 3rd victim - one was fired, second moved when a position opened, and now myself...Last week she was so mean that I sat and cried at my desk for the WHOLE day.... My work is suffering as I don't do much but HELLO - there is a correlation here and I attempted to explain to HR who said - you need to ignore and concentrate on work....But that's hard when I am on edge and can only concentrate on what she is going to pull next. I hate coming to work now and my migraines have gotten worse.

What recourse do I have as an employee?

Based on what you've described, your recourse is to get a different job. Being a loathsome human being isn't illegal.

True....But why should she be allowed to harrass me....It's wrong to physically abuse someone at work so why is it okay to mentally abuse someone? She has years of being abusive....It needs to stop. And by me quitting is not teaching her that her behavior is wrong.

It may be wrong in a moral or ethical sense, but it is not illegal. And since it is not illegal, your employer has no legal obligation to do anything about it.
