What is the name of your state (only U.S. law)?
pa- our hoa has a rule that all pets that are outside be leashed. i have indoor cats but at times they escape out. we get them as soon as we can catch them. i was fined $100.00 for my cat being out. is there any way i can fight this fine? i do everything to keep my cats in.
