Is it legal for a school to force their students to say the pledge of allegiance to Mexico as well as the United States every morning?

It is probably not against the law, but, as a parent I would raise Holy Hell over my child being subjected to that, and to ANY child in an American public school being subject to that. I would go to the press and to any national show that would listen if the practice were not IMMEDIATELY halted.

A school can NOT force a student to recite the POA, see West Virginia v. Barnette.

The substantial ruling in Barnette would make it a violation of the Constitution to force a student to recite any POA.

Even if perfectly legal to offer, it is entirely inappropriate for an American public school to offer the pledge of allegiance to a foreign nation. Period. End of story. I would be raising holy heck, speaking loudly to anyone who would listen, and raising Cain at every public forum until the practice stopped and someone got their tail end in a losing offering up such a thing.

Unless this is an embassy school for the children of diplomats from Mexico, the school has no business promoting allegiance to a foreign power. If they want to pledge allegiance to Mexico they can do it on their own time or they can head south and go to school there.
