Custody Agreement Violation?

He spent everything he had on lawyers trying to fight this since wife left country with children. He says that at one point there was an order for her to return from PR with the kids, but that she did not do it. IMO he should have filed something at that point, but he did not.
The judge has since allowed wife to stay in PR. Yes, divorce order says wife is to pay for transportation of children, as did custody/support order that was in place during separation.
They have dealt with the same judge through this whole ordeal.

Husband does not want to continue to spend money he doesn't have anymore on lawyers and is fearful that if he starts to file these orders against his ex-wife that 'she will make it so he never sees his kids'. He believes this because she violated the order to return to NJ and because she violates orders to fly children to NJ routinely.
As I said, he is feeling quite defeated.

Zigner - OK, yes, it's a territory. But it's still a plane ride away. (or long drive and boat ride)

Pros-I agree! Was hoping to be able to arm him with some information to encourage him to do just that! Thus, the inquiry as to his course of action.
btw - i am still a little unclear as to what that exactly is...

Does he file 'contempt' because she violated the order?

yes. by not paying for the tickets, she is in violation of a court order that says she is to pay for tickets.

He files a contempt charge EVERY TIME she doesn't pay like she is supposed to.
