hello, trying to refinance my house, my ex is on the deed. a simple quit claim deed was written up. so she took the paper to get signed and notarized, and the notary would not notarize the paperwork. they said this is not legit and needs to be done at the county court house. does this make any sense? any help would be great. thanks

Get a notary whose head isn't up their posterior. The job of a notary is to witness the signature not to make any statements on the validity of the underlying document.
The QC will need to be FILED at the court house, but it can be signed/notarized anywhere. After you get it signed, file it and get a few TRUE COPIES of the filed document (this will cost you a couple of bucks but the court house will stamp them officially) that you can take to the lender and closing.

THat may be, but it is normally the CLOSING agent who releases pre-sign documents upon reciept of the agreed consideration, and it is inappropriate to record the deed prior to the closing/funding on the refi.

I wouldn't have even googled it myself if I hadn't been curious. I am a notary and I wondered what kind of things a notary could do in LA that I cannot...and the list is HUGE. You could almost call a notary in LA a junior lawyer. A paralegal comes to mind but they appear to be able to do more than most paralegals in other states.
