However, only an attorney in your state who has read the entire agreement can say for certain if it it is a legally binding contract.

NON UNION employee group in FL, is drafting a work-rules agreement, which will be signed and agreed upon by management.
Without a UNION, how is this "contract" enforceable?

The contract would be enforceable the way that any other contract is enforceable. If its a valid legal contract, then its enforceable no matter what parties are involved in the contract.

And, as said above as well, only an attorney in your state can say for certain if it is written in such a way as to be legally binding and enforceable, once signed.

FL is an "at will employment" state.
Does this present additional burden in enforcing the agreement in court?

No, this does not change anything. If it is written in such a way as to be legally binding, it's legally binding. If it's not written in such a way as to be legally binding, then it's not legally binding. We are now in contract law, not employment law.

Of course, if it's not written in such as way as to be legally binding, THEN the fact that FL is at-will may be a factor. But it does not affect whether or not a contract is or is not legally binding.
