What is the name of your state (only U.S. law)? CA

I'm a software developer, and have been contracting with a company since 2013. They renewed my contract in September 2014, to go till the end of November 2014. I have not had any billable hours for the past SIX weeks, as they have been going through the process of being acquired by another company. I am told to "wait until the dust settles", and that it is likely I will come back (there is plenty to do). They have not terminated my contract, and I feel like I have a reasonable expectation that they should have made some hours available (they did renew it, after all). Although the contract does not spell out guaranteed hours, is there a possible Breach of Contract here?

I assume that your contract says they will pay you $x per hour for each hour you work. I also assume (based on your post) that there is no minimum number of hours called out. Since you haven't worked any hours, they don't owe any money. Since there is no guarantee of hours in the contract, there is no breach.
