What is the name of your state (only U.S. law)? New York

I was involved in an accident where another vehicle rear ended my bumper. The damage was minor and should be less than $1000 .
Police officer gave me a Civilian exchange information form and it states that i need to inform NY DMV by filing MV-104.
I am confused now - as it states to update only if the accident damage is more than $1000 but my accident is minor .

Not sure if i need to update or not.
Any info will be helpful.

You cannot be sure of the exact cost of the damage. So why not fill out the accident report?

Since you received an accident information exchange form I would assume that a Police Accident Report (MV-104A) was prepared.

If you are that worried about the whole process, contact your insurance company and follow their instructions regarding the report.
