What is the name of your state (only U.S. law)?
California

I recently applied to work for the county I live in as an account clerk. While researching the position I discovered that of the 82 that work for the county 80 are women. Is this a common ratio for a position to have? Is it legal? Do they discriminate against men? How would I know? About half the people who took the test for the job were men so it's not that men don't apply.

I only have a limited amount of information, but you need certain qualifications to sit for the test. How would knowing that they are all qualified change the situation?

Let's say there are five positions open, and of the 25 people who took the test, the five who got the highest scores are all women. It's not illegal discrimination, in that case, to hire all women.

There are a lot of factors that have to be looked at. It isn't as simple as you're trying to make it.
