What is the name of your state (only U.S. law)? Utah

My friend has worked for a restaurant as a server for 5 years. The owner decided he doesn't like his attitude. Instead of firing him (I think he realizes is wrong since he has only had one reprimand and that was 3 years ago) he has 'suspened' him until he changes his life in the owners words a month or a year from now then maybe. Can an employer ask that of an employee? Can he file for unemployment?

It may be "wrong" to fire your friend, but it would be perfectly legal. Google "at-will employment" for complete details.

That aside, being put on indefinite suspension can definitely be a qualifying factor for receiving UI benefits. Your friend should apply for said benefits right away.

Can an employer ask that of an employee? Yes. He can ask just about anything that is not illegal or unsafe by OSHA standards, give or take a few exceptions

Can he file for unemployment? Yes, and he will most likely get them
