What is the name of your state (only U.S. law)? Ohio

Hi, I work as a security guard in a small college. When i started i was offered free tuition that i accepted and i am about to finish my master's. I was promised once i graduate, I will be transferred to a different position that will be connected with my field of studies. After 6 denied applications, it turns out there will be no position for me. The problem is that since the security department does not bring money we do not get pay raises and we are stuck at 11 dollars per hour. i can't afford living with the money i make now, i am doing 2 jobs to survive but that it is overwhelming and i think it is ridiculous for them to force me to stay as security when i got their own Master's degree in administration. Long story, short I want to quit my job but:
I have not signed a document but in the employee handbook there is a rule that you have to stay 2 years after you graduate. Although I did not sign anything, I knew about that document and i am not going to deny it. The catch is the rule states as follows:
I understand that should I voluntarily leave the University within 2 years after graduation or prior to completion of a graduate degree, I will repay the University for the Full Tuition costs associated with the classes I have taken on a monthly
prorated basis.

The way i read it if i am fired i would not own anything. I understand that i need to be fired in a specific way, for instance not showing up for work would not help me as it will be termination at my own will. Could anyone help me with a suggestion for it. Like, let's say i am sleeping at my job and they fire me, would that be ok?
I talked to HR, told them, my counselor promised me a job but she said there is nothing in paper, so screw me. Which basically is true. The girl that enrolled me, quit a year ago but i am certain even if she was still there, it would not do me any good. I'd rather stay as this will be great experience on my resume but it looks like no one really cares which makes me wonder why they want me to stay when obviously they do not value neither me, or their degree.

P.S. I forgot to mention that i am considered as a good employee and was promoted to a shift supervisor in the department. My GPA is 3.75 which means i am not an awful student either.

This is a site for people who need help finding legal ways to resolve their legal issues. This is not a site for people who need help breaching their contracts with their employers.

What is the reason you are not being transferred? Are there no openings? Are there too many applicants?

I am not given a reason at all. I applied for 6 different positions. I was not even called for an interview, although there is the so called internal process. I am not applying for a director position. One was administrative assistant, one was record keeping which is basically data entry. That is what frustrates me, it is like i do not exist and if i was considered bad employee, i will understand it....anyway since this is not the place to ask, i will go somewhere else. Thanks for the time.

You have a master's degree in administration and want to be an administrative assistant? Well that is part of the problem. YOU are overqualified. No wonder you are not being called.
