can't let my dog run around on the property I own because of neighbors breeding wild skunks under their junk 1 foot away from my fence on main street in middle of town-talked to city,county,state and neighbor and everyone refuses to do anything-what can I do-Lawsuit?

What state? Are these skunk being sold? Or did the skunks just start nesting in the junk?

Please watch the language. It violates the TOS. Sometimes people are ignorant...stinks (no pun intended) but it is what it is. Have you considered hiring a Pest Control Company to come out and remove them?

Are you trying to say that your neighbors are breeding skunks for a profit of some sort, or that wild skunks are just breeding on their property? If its wild skunks breeding on their property and your dog gets sprayed, why the heck is that your neighbor's problem? Why is your dog off your property so he/she can get sprayed?

A skunk is not going to spray your dog unless your dog is close enough and scaring it badly enough that it sprays.

Your neighbors do not own the skunks. The skunks are wild.

You do not have a basis for a (successful) lawsuit.

If you neighbor is keeping skunks as pets, that is not legal, perhaps (laws change), but that still does not give you grounds for a (successful) lawsuit.

Skunks are nocturnal unless they are very hungry. Maybe you should keep your dog in your yard.

Unless it is against law, put out appropriate traps well inside your property. We have a few upscale homes near me where skunks have found new homes under porches etc .....like lots of them....and traps seem to work....and they are released some miles away .

However, I'm not sure OP wants to experience what can happen to a vehicle during a 10 mile drive with a skunk...
