Most likely it is not legal. However, you certain should NOT buy the car whether its legal or not. Just walk away from the deal entirely.

Did the dealer acknowledge the light and indicate the airbags should be checked and replaced if necessary?

You can file a complaint against the dealer with the Consumer Protection Division of the Georgia Attorney General, this whether or not you purchased the vehicle.

It could depend on what, if anything, the dealer knew in advance about the vehicle airbags and what, if anything, the dealer said about the airbags and the check airbag light.

What can save the dealer from any criminal action is that the check airbag light was functioning, which is a visible indication for any buyer that there is a problem with the airbags.

Because missing or faulty airbags are generally a good sign that the vehicle was in an accident at one point, and replacing airbags is costly, walking away from the purchase can be the smartest thing to do.
