During renovations in our orthodontist office, we discovered several documents hidden between a bottom cabinet and the base board. The documents pertain to a torture Asylum filed by a former employee that resigned about a year ago. Below is a personal letter a physical medicine and rehabilitation doctor supposedly authored; however, the letter is nonsensical to me, I'll post my critic below. The judge granted the Asylum and only made reference to this doctor's note claiming "a doctor's note provided proves she was tortured". I plan on reporting the Asylum and doctor, but wanted to get opinions from others not in the medical field, is this doctor's letter even believable?
I've removed the top letterhead and anything personal or identifiable.

The patient doesn't have any issues (impairments, limitations or pain) and the doctor didn't provide any treatment. She only has healed scars cosmetic in nature, so the doctor refers her to a psychiatrist/psychologist. This should have ended there.
HOWEVER, thereafter, the doctor took the initiative to author a personal two page letter to a federal judge, sign and notarize it, claiming after visually inspecting the patient's healed scars and based on his medical expertise, he was able determine:
(a) HOW the cosmetic scars occurred "laceration from blunt weapon"
(b) WHO caused the scars "secondary to spousal and religious fundamentalist abuse"
(c) WHY it occurred "she sustained numerous injuries...triggered [by] her modern believes, view of life, desire for freedom, equal right and equal opportunity for women in her native homeland"
(d) WHEN the healed scars occurred, "it is my professional opinion that the appearance of the scars and other injuries...are consistent with the history, the manner, and the time they were sustained".
