OK now she has been granted visitation rights..it's once every four weeks for the week end...so if the time falls on her time can she visit too? Thats if he is being allowed visitors..I've heard that sometimes the DR. doesn't allow visitors at all...and when would this come into play....I'm not...

Um "hold over her head"??? Do you mean blackmail her with?? Does that sound legal to you? She could come back later and say you blackmailed her..do it legally..if what you say is true you should have no problem getting custody..if she is still using..but if she's in a program she can come back...
