I would hope that you would give the surveyor the time to respond to your request before stating they are "out screwing something else up". You may not be the only client they have, I know it is a hard concept to accept.

You need to call the surveyor listed on your Plan of Survey, tell them your intentions and ask them this question before you build anything. You could be looking at a site plan that was done before the building was built, an actual boundary survey or something else. If your tolerance is 1/2...
