is that in accordance with state law?
Was there a trust?
What passed outside probate?

You need a hearing:
Petition the court
At the hearing all you are after is to be named PR forget the debts, etc. until later.
You and your sister have to fight the state intervenor
If you are named in the will you stand a real good chance
Perhaps get a lawyer!
