My Mom's I-130 is approved. Can she bring my dad with her?

changing Tax withholding just before filing
I am already taking less exemptions so that more tax is withheld. But, in my current situation I want to increase the number of exemptions so that less tax is withheld. For example if my total exemptions are 4 and I am currently expmting 2, then, now I want to make it 4.- atyehong
