breathalyzer under 0.02

Along this line--does anyone know why an underage DUI is 0.02 on a breathalyzer and not 0.00???

Do you think the police officer could prove a minor had been driving under the influence if they blew a 0.00?

My question is why do they NOT arrest a juvenile for DUI if they blow less than a 0.02 (for example, 0.018)on a breathalyzer? Why is 0.02 the magic number and not 0.00?

Because many things we use in normal everyday life contain a trace amount of acohol including many dental hygiene products such as Binaca breath spray, and other mouth washes and some cough and cold products!
