2nd owi, hit and run w/no injuries and driving with no license

I have a question for my cousin. He was arrested on Easter Sunday in Greendale, Wisconsin on a hit and run. He also got an OWI and driving with no license added to this. Though when he went to court on Tuesday it wasd for the hit and run. He is still in County Correctins, but what i need to know is will it be possible for him to get out soon? He goes back to court again on Tuesday with a public defender. Please tell what his chances are of getting out soon! Also on his first offense he paid the fine and went to the classes that were required. What can I do to help him get out?
