Well for what it's worth, my lawyer issue was solved. A friend got me in touch with her adoption lawyer who has offered his services for a very minimal fee.

I do realize that if we do not move forward with adoption and we become foster parents, mom can come for the baby or child or teenager at any time. My goal is to provide for a child because mom can't. I agree adoption would be easier, but since mom isn't on drugs, or a danger - just very young and overwhelmed that's not an issue. She is of diminished mental capacity that's why she is on SSI. Not mentally incompetent, but diminished. She can't work and has several workers assigned to her to help with every day living. She loves her kids but the ones she has aren't easy on her.

My brother just wants to sign away his rights no matter what. That's another issue.
