My fiancee has 2 daughters by his ex-wife. She has remarried and lives in california.Her new husband is adopting the girls with my fiancees consent. She is telling him that she will not send him the certified copies of the adoption papers he needs to show child support. He needs these so child support will quit garnishing his wages. Isnt it illegal for her to with hold these papers? And can he get this information from the court system?

Most court orders, minutes, filings, etc. in California are public record. There are certain exceptions for DV and such.

After the adoption happens, contact the court and have them send you a copy.
