in the state of ohio when there is an open adoption do the adoptive parents legally have to remain in touch and follow along with the agreements that were originally made?

Yes. In the adoption court papers where everyone signs including a judge is the final order. If the adoptive parents are ordered to do something, they are obligated to fulfill it. Or, they can be hauled into court for not obeying an order. If you're more specific, maybe we can help you further.

No this is not true. Open adoption is just a verbal agreement. The adoptive parents do not have to sign anything saying they will keep the adoption open. They usually keep it open if the birthmother requests it because they are usually so greatful to her for giving them a wonderful gift. I am a 19 year old birthmother of open adoption, i live in Ohio.

Apparently there WAS an agreement when this adoption took place. Usually the agreements are written in with the adoption decree. The adoptive parents AGREED to this, and must abide by it.
