Adoption Subsidy Misuse?

I found out when I was 17 that I was adopted, and that my mother received an adoption check (for lack of a better term). She passed away not long after my 18th birthday, and soon after, my sister had me sign over my guardianship to her. It was notarized, so I assume everything as legit enough. Then in January 2010, she kicked me out of the house I lived in, since she had moved to Connecticut. I assume she has been recieving that pay since I signed guardianship over, but since she kicked me out,she hs just been pocketing the money, leaving me to struggle and scrape to make a living for myself. Is there any legal action that can be taken to get that money back, or atleast have her pay it back to my actual guardian here in PA until I turned 21? Please help
