adult adoption/ us citizen rights?

What is the name of your state (only U.S. law)?
Georgia.

i have a few questions concerning adult (+international) adoption.
is it possible for a +40yrs old us citizen (georgia resident) to adopt european international student (21yrs old)? the young adult lives in the united states (georgia) since 2008 (student visa).
(the law of georgia says that adults may be adopted with consent of the person to be adopted..)
as far as i know, there is no age limit for adult adoption here in georgia. i am concerned if the young adult would be able to get us citizen rights, such as being able to get the hope scholarship for college..etc

Sure, the 21 year old can be adopted - but the adoption will not confer any immigration benefits.

If the 21 year wants to stay legal after the student visa expires, s/he will need to find another way.

what purpose, then, would an adoption, in this case, have?
the young adult would be (kind of-) part of the us citizen family with or without adoption. the young adult would have to leave- with or without adoption.
the us citizen parents would have to pay a huge amount of money to send their "adult-child" to university. that does not seem right to me.

It's because the student is already an adult - the laws are quite different in these instances.

In order for an adopted child to obtain immigration benefits through his/her parents, the child must (generally) be adopted before the age of 16.
