What is the name of your state (only U.S. law)? Indiana

My adult daughter wants my current husband to legally adopt her. He natural father died last year and my current husband has been her "dad" almost all of her life. She has no surviving siblings and no surviving grand parents. I know it may sound weird that as an adult she wants him to adopt her but she wants him to legally be her "dad." He is thrilled. I would think it would be a relatively simple process since there is no one around to dispute the action. My question is who would initiate the process? She lives in Kentucky and we live in Indiana. (only U.S. law)?

She should initiate it and it should be done in Indiana.

Adoption almost always requires an attorney. Your husband should contact an attorney. Under the circumstances, it should be fairly straightforward and, hopefully, not too expensive.
