My husband and I have a foster child in our home that we have had since she was born, she is now 16 1/2months old. We have been told that there is was a law passed in 1997 called the Adoption and Safe Family Act that states the a TPR must be filed for any child in foster care for 15 out of the most recent 22 months. However the state is telling us that its not a law that it is case by case and a TPR does not have to be filed. Can you please tell me if it is a law and if a TPR must be filed?
