Using some example numbers here:

A 20 amp breaker will not trip if you are drawing 15 amps through a surge protector rated for 10 amps.

You'd be surprised how easy it is to overload a surge protector. A computer (2.5), monitor (3) and laser printer (5) is enough to overload a single surge protector, while still having 3 outlets open.

We still need to know EXACTLY what the Fire Marshal's reports says.

Alright...

IF the FIRE MARSHAL concludes that the circuit breaker(C.B.) DID NOT trip thus causing the fire, then it is the LL's responsibility as the building has faulty equipment.
