Here is the bottom line...
" Do they have the right out of nowhere to demand that I sign the lease, and admit my information to a background check?"
Legally, yes.
" Are there grounds for eviction on failure to do so?"
For you; very likely. At BEST you might be considered to have a month to month tenancy at this place. This could be terminated for you (not the girlfriend) with a simple 15 day written notice. If you fail to abide by this an eviction would follow. At worst you could now be viewed simply as a guest and told to leave.
Quit this nonsense about being harassed and personal vendetta theories (and yes, I understand your main worry is that the rent will go up if you are added to the lease); understand that being added to the lease is YOUR best bet of being able to continue to live peacefully in the rental unit with the girlfriend. It would benefit you to go through this process.
