Hi I live in NJ

My boyfriend wanted to spend one week vacation with his children, so he wrote the Judge who has presiding over his matters, for permission. The judge stated in writing that he must do formally in the form of a mtion. When he went to go and file the motion he was advised by the motions clerk that the courts cannot file the motion he must leave the motion and they will give to the judge will read then determine if he will accept it before it is file. I have a problem because his ex-girl has a lot of friends in the courthouse including the judges law clerk in his chambers. every motion he has filed has been denied and the courts refuse to change the judge. can the courts deny a man the right file a motion legally if so what law is it under, if not, what law or rule can i use to write the courts or to whom to notify them of the actions that is taking place in the motions department and courts...please help
