I'm 23 and want to have my Step-Mother legally adopt me, both because she has been there more for me and to sever any legal rights my birth mother might have to my property or child if something were to happen to me. Since I'm over 18 I don't need any kind of consent from her to do this do I? And this would sever her parental rights so that she wouldn't be able to contest it in court or fight for rights to my child if anything were to happen to me in the future wouldn't it?

I am going to recommend that you get a consult with a local adoption attorney. What is potentially risky here is that an adult adoption might also remove your father as your father and leave your step-mother as your only parent. So, you need to make sure that an adult adoption would leave you with your father as well as your adoptive mother.
