I notice people keep referring to a ticket, and while I did receive a ticket for a passing zone violation, I was also arrested for the same charge. To my knowledge, the arrest trumps the ticket, so I only have to go to court for the arrest, not the ticket.

sigh...Take your arrested azz to an attorney for advice. :)

As to the whole:
Also, this was a city PD officer, not state. In the time it took to pass and pull over, we were already in another parish outside of city limits, which is patrolled by the parish sheriffs dept


Usually, if an officer observes a traffic violation (or violation of law) in their jurisdiction, they can pursue into other counties, and sometimes other states! Not a big deal.

You should probably study up and understand some basics about law enforcement--signing the ticket would not have harmed you in any way (oh, and typical--as you so eloquently found out? NOT signing does harm you!)

What expectations do you have an officer pulling you over?? Did you expect officer to say "Hello, I'm officer Lebowski. Would you join me for coffee, while we discuss your driving infraction??
