It doesn't matter how they were advertisesd. It was against federal law to sell them. I posted the law. This is NOT the OP's problem (except the whole getting his money back part.)

On selling used catalytic converters, the legality depends on the state and whether there is emissions testing and other factors.

Admittedly, I haven't checked Washington.

These cats were modified to specifically defeat the emissions controls in the engine. They were illegal to sell under federal law.

The federal law has exemptions. That is why I was questioning the way the parts were advertised.
