What is the name of your state (only U.S. law)? New York

I purchased a car from a dealer in September of 2007 and it had about 6000 miles. I recently looked for the title and could not find it. I assumed that I lost it and went to the DMV for a duplicate. I was told that the title was never sent to me because the car did not meet NYS EPA requirements. They sent me a copy of the title, but it is branded with the issue. The trade-in value of the car has now been halved. I feel that the dealer needs to make this right, but what actual rights do I have?

It's a 2007 Mazda CX7. It was made to meet Michigan's codes which apparently differ from New York's.

OP didn't identify where the seller was located nor what part of NYS he/she lives. Your state implemented the California emissions requirements several years ago as did my state.

I have included the URL for a brochure issued by your state concerning program requirements. Unfortunately, you are out of any grace period for this vehicle purchase. Depending on the answers to questions I posed, you may have some rights against the seller if they are located in NY. You may have to get the Motor Vehicle or Attorney General's office involved if the seeler was a delaership and knowingly sold you a car that could not be registered in your state.

Keep in mind that this vehicle has over 2-3 years of mileage and wear and tear that you have added. Of course, it is no longer worth what it was the day you bought it. However, unless you get resolution and a title, you will not be able to easily sell or trade this car.
