What is the name of your state? california
I was arrested july, 1999 for possession of a controlled substance paraphernalia. Charged w/misdemeanor, paid $255 fine. How can i get this off of my record (for employment purposes)?

If there are no other negative incidents with law enforcement you are eligible to have this conviction expunged. I recommend that you purchase "How to Seal Your Juvenile & Criminal Records in California" by Warren Siegel, it's available from Nolo Press, they do have a website. A very good book, easy to understand.
