What is the name of your state (only U.S. law)? Idaho

My boyfriends step father adopted him when he was 12 or 13, he is now 32. His mom and step dad (dad) are no longer married and his biological father passed away. He wants to change his name back to his biological fathers name and have his birth certificate reflect that name as well. Is there steps he can take on his own or will he have to go through an attorney? This was done in California and he lives in Idaho now.

He can change his name, certainly.

But this will not erase his legal father. To do that, he'd need to be adopted as an adult..by someone else.
