Since nursing homes as a business for profit do not kidnap homeless people and hold them in bondage as a matter of profit and once housed, he would not be homeless, it can reasonably be inferred there are circumstances that make your question illogical unless they are using him for some illicit form of new drug testing against his will.

Based on JUST WHAT OP has stated on the site....
She is, IMO, not qualified to care for a guppy. I actually think the WA state should take a look at this ..."person".
