Hello, I am trying to figure out how to correctly interpret 56-5-1850 of South Carolina law.

As far as I understand, you must meet both condition 1 and condition 2 for you to legally pass on the right; is that correct? I'm having trouble reading that law and would like someone with expertise to help me.

As far as I understand, you must meet both condition 1 and condition 2 for you to legally pass on the right; is that correct? I'm having trouble reading that law and would like someone with expertise to help me.

I don't see that both 1 & 2 must be met at the same time. 1 & 2 refer to separate possible situations. However, (b) must always be met.

Agree with Zigner.

You can do either (a)1 or (a)2 but (b) applies if you do either.

If you passed on the right and hit or got hit then you have not complied with (b) because had you complied with (b) you would not have hit or been hit.

So, now tell us what happened that gives rise to your question.
